I think that this quote is trying to say that in order to improve (I) you need to begin to change. In order to improve you must want to improve first. Improving has to come from within you. If someone wants you to improve that wont do any help. Also if you want want to improve you must also want to improve. Not only do you need to want to improve you also need to find ways in which you could improve. You need to see what things you can do in order to improve.
